I don't use a stabiliser on top of the fabric as it obscures my view. It requires more work but the result is worth it for me.
First, cut out your base piece and your piece to be appliqued on top (in this case a blue stripe onto a yellow tail piece).
Using spray adhesive (or iron on, whatever floats your boat) spray the back of the top piece (blue here) and stick it into your base (yellow) where you want it to go. Use the same adhesive to attach cutaway stabiliser onto the back of he base piece where the stitching will go through (I use lots of little scrap pieces from embroidery but as long as it is covered that is fine).
Straight stitch around all the edges of the top piece. Get as close to the edge as you can
