Imagine an item, for this demonstration I will be using a knife. A common tool, now, picture that knife.
When you think of it, think of all of its details, every last one. How old is it? Who has used it? Why was it purchased? What has it been through?
Is the blade smooth and pristine, or well used? Is the handle wood, plastic or metal? Is it rusty and old, well taken care of, old and unused or new and fancy? Think of everything, its past, its job, its holder, everything and more. That is what every character should have, and if you so desire, relate them to an item.
Even within that simple category of item, knives, you could create so many different characters.

For a Monday morning, the hospitals were swarming with the wounded. Less than ten hours after the quake, as the sun was just beginning to rise, initial reports were already being broadcasted nationwide. Dozens dead, hundreds injured and many more unaccounted for.

METROPOLIS (DAILY PLANET) – At 1:34am local time, (9:34am GMT), Gotham City, New Jersey, was reminded of the Fault Line beneath its city. A huge earthquake, which measured 8.4 on the Richter scale, lasted 84 seconds and has killed more than 200 people.
With more than 100,000 injured and missing, and early estimates placing the damage at nearly $450 Million, the death toll is expected to rise as rescuers continue to pull bodies from collapsed buildings.
Gotham City Emergency Services are already stretched to the limit, and volunteers from other cities are finding entrance into the disaster area near impossible. The quake has resulted in the shutdown of both power plants, closing the airport which is otherwise undamaged. Due to the severe damage to hospitals and clinics, doctors are having to perform surgery in the open air.

It's never a good thing when the Big Bads team up.
Joker is bad enough; unpredictable and psychotic with extreme homicidal tendencies. Go up against him and a person was almost guaranteed to go home bleeding. Add in Two-Face to the mix and you've got a hell of a lot higher chance of not going home at all.
Batman was lucky, this time. It seemed that once again 'evil' proved unable to work with 'evil'. Two-Face didn't like Joker's inability to follow through with a plan. Joker got fed up with Harvey's lucky coin. By the time Batman had shown up, they had taken out more than half of the other's goons and thugs in a bloody massacre.
