Thor sat upon the throne, waiting. He had made his decision regarding Loki, but even now there was still lingering doubt in his heart. Was this truly the best choice? As much as Loki deserved such severe punishment, Thor was not sure he could condemn his brother. They may not have shared common blood, but they were still brothers.
