A step by step i made a while ago and posted on tumblr. I have more then one way of making drawings and this is just one of them that i don't really use that often anymore. But i hope you find this helpfull nonetheless Oh and it was made half in Photoshop and half in Paint Tool Sai the finished deviation is this one
Not really a tutorial but a step by step with explanations. Sorry the explanations are for more advanced users, i just didn't have enough room to explain basic stuff as well. But if you have questions don't hesitate to ask
these are my Sai brush settings, i used this to make this painting, i used here mostly the brush tool and the water a little in the background
i usually keep everything at about 35% (sometimes i make the persistance a little higher) i only played with the size of the brush and pen pressure
i know of some artists who don't tell their brush settings and i find that so incredibly stupid take note that these settings work for my Wacom bamboo pen tablet, and i've noticed that for my intuos these settings have a different effect (it makes the brush much sharper) and i have an old bamboo tablet where these settings make the brush fuzzy-er, so depending on your tablet, the brush might not be exactly the same! But there's a way to counter this, there's a setting for how soft/sharp the brush can be, look under the tools panel on the right side of "normal" drop-down, you'll see 4 brush heads you can use, from soft to hard edge, play with that setting to make your brush fuzzy-er or with sharper edges
BIG FILE i know.. People always ask "how to" etc etc, so i made this because it's too hard for me to answer in details to every one in a good english >< (and i kinda lazy to always say the same thing so..)
this is MY OWN WAY to do, everybody have their own technique, so of course do what you're the most comfortable with.

I'm not confident about my english guys, sorry if I did mistakes~ This is just an example of a night sky. you can find a better, greater night skies in photographs. so I recommend you to browse a lot of photos for inspiration for example, the shape of the milky way, I did a very funny one in this tutorial but there are many ways to create them. let your imagination runs wild <3 and before you ask, yes, I only use Paint tool SAI. no other programs :'D

update 1: you can also copy and paste instead of using dulipcate layer option. if you dont have addition blend mode on your SAI I recommend you to try luminosity I think they're the same.
