The sky is 6 photos taken with a tripod merged with HDR Pro. When merged I allowed ghosting to get the moving effect. After that touched up in PS to remove the noise that ghosting produces and to soften the clouds. The rest of the image is a short exposure shot, the settings can be seen below.
