The setting is in Rochester, NY in the year of 2007, since the number of crimes are so high.
If you want to make police officers for the group, your OC has to be realistic. Meaning, natural hair styles/color and natural eye colors. You can have highlights just no pink streaks, because police officers have to look professional. They can have colored contacts, but they have to be off while on a mission or investigation. There is no sluts, slackers, or jerks. They have to be 27 or older.
