The short answer is: You can... well sort of.
Here are the general problems (I'm going to assume people with Win7 are on the 64-bit version, or Win7 x64).
1) Explorer windows are not skinned (or any 64-bit programs for that matter).
2) Explorer windows skin, but the toolbar is completely transparent.
First, you will need both TrueTransparency x86 and x64.
For your convenience, here is a zip with both (x64 can be hard to find): http://dl.dropbox.com/u/7100381/TrueTransparency.zip
To skin all windows, you will need to run both the TrueTransparency.exe in the TrueTransparency x64 AND TrueTransparency x86 folders.
At this point, all windows should be skinned (with the exclusion of "special" windows like Google chrome, Command Prompt, GIMP/Photoshop, Task Manager, etc.
You may notice that the explorer toolbar is completely transparent. There are two workarounds for this.

I don't know about you, but I was always sick of the default windows font rendering, that's why I used GDI++ with Windows XP and GDIpp with Win7, until a few months ago GDIpp worked great, but then there where a lot of compatibility issues (Google Chrome/Firefox).

Works awesome and you can switch language, still a pretty shitty translation, but great tools to create configs and it runs as a service.

1.Install Lite-step in C:\Program Files AND NOT IT "C:\Program Files (x86) "WRONG"
2.Go to your lite-step installation directory were you have gist installed it "C:\Program Files\litestep" and make litestep.exe a shortcut.
HERE GOES THE COOL EASY AND LAST PART.
First of all run reg-edit and follow this steps.
1.HKEY_LOCAL_MACHINE
2.HKEY_LOCAL_MACHINE\SOFTWARE
3.HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft
4.HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT
5.HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
- Open the Value Named "Shell" and Modify its Value Data from explorer.exe to C:\Program Files\LiteStep\litestep.exe
Reboot your system.
If you wish to uninstall litestep in the future ,you will have to change back the shell value data to explorer.exe otherwise explorer will not run.

Requirements:
You need to download some required libraries in order for Litestep to run on
Windows. The libraries are called "Microsoft Visual C++ Redistributables"
otherwise known as vcredist.exe. What you will need are the 2005, 2005 SP1,
2008, 2008 SP1 to run properly (it is what the Litestep installer will be looking for)
If you currently develop with Microsoft Visual Studio (Express, Web Developer),
whichever version, your libraries should already be in place; though checking
for updates is a good idea. For good reason, I also recommend looking for
"Sec ATL" updates, they contain patches and fixes for possible security flaws within
Microsoft's code source.
I know it sounds funny, but you need to get the x86 (32-bit) and the x64 (64-bit)
installers for this reason: The Litestep program is by default, 32-bit architecture,
however the 64-bit update package (0.25 Alpha and greater) will be a patch after

I know there are a million things that are different between the two browsers but we are not aiming on adding IE9 features or completely rearranging stuff to make it look 100% IE9-ish. The dev builds have been updated to reflect this. Also included is the new Stratiform 64px icon and a bunch of FF9 fixes. All text fields have been standardised (except wave doesn't have a history dropmarker, still tossing up whether to include one or not). Most of the Soft7 styles have been implemented, which you will be pleased to know. Still a few kinks to work out here and there, but this update is more to show you the general appearance of the Soft7 styles so we can gather some feedback on whether or not they are accurate enough. We are still yet to do the tab and app menu button styles, but give us a day or two and these should be in, as well as proper colouring of the buttons (currently only default state is coloured).
