The room came gradually into focus. Sasha was still groggy from whatever she'd been drugged with. She could hear the pitter-patter of rain on the steel roof, far above, and the musty smell of mildew hung in the air.
The helpless wolf found herself seated with her legs out stretched before her. Her arms were tied over the chair's back and her ankles were bound to a stool. The foxes stood either side their victim, waiting for her to come around.
"Oh God, not you two!" Sasha shrieked. "Don't you remember who I am? Do you have any idea how much trouble you're in?"
"Oh, no, Detective," Wilber corrected her. "It's you who are in trouble!"

I've got the report back on Clara's belt and pants:
This belt was cut with a pair of scissors as evident by the wedge shaped indentions either side the split. Sorry, no usable prints on the buckle.
Her pants were definitely cut with a serrated knife. That rules out the box cutter. The blood and fur match Clara 100% positive. At least we know these were the real thing.
The fur from the panties and bra appear to be from an otter. Where did these even come from? Oh, well
I ran the list of concert attendees. A few names popped up, but most were small time offenses. A few DUIs, a convenience store robbery; stuff like that. No records of arson or violence. These are pretty much good kids. Clara's band is pretty clean stuff, so I'm not surprised.
I did get a positive match for those foxes, though. Their names are Walter and Wilber Fox. No lie. They are known as the Fox Brothers and have a record of

I was able to obtain the list of guests in order of entry. The Brenner Music Hall makes use of a digital ticket system, similar to the ones used by airlines. This was a tremendous help! It would seem Willy and Wally Fox were the very first two to enter the hall, followed by, you guessed it, Frank Spencer!
The next admission time was eight minutes later, after which the crowd flowed in short order. That puts Spencer in just the right position to shove the rags down the tube. Ms. Fife says that she was talking to the twins before the show, so it's entirely possible that the three of them were to preoccupied to notice him tinkering with the equipment.
Here's how I see it. Spencer had the opportunity, but no motive. Why would he want to hurt all those people? There's no point; no good could come of it. The same goes for the Fox Brothers. They were there before anyone else, but why would they do something l

Last night, I was kidnapped and held against my will by Walter and Wilber Fox. I was walking to the corner store when one of them grabbed me from behind and stuck a rag over my nose. I passed out.
When I came to, I found myself bound to a chair with my legs tied to foot stool. The brothers proceeded to remove my shoes and socks, taking great pleasure at my expense. In-between my fits of laughter, I managed to ascertain the nature of their involvement in the Fife case.

As such, he can see down every row and has easy access to anything he pleases.
