Well, I believe I have solved the issue of maintaining a smaller British Empire, with Dominions and the Raj and all, whilst maintaining its OTL level of strength and integrity.
The solution?
Supranational dominions. I'll use an example from the map I'm working on now.

Well children, my school believes we should be well rounded as engineers, but unfortunately that means teaching AEs about a branch of electrical engineering that we couldn't care less about, circuit design.
