Raphael screamed and screamed and screamed...
He screamed, thrashed and all Leonardo could do was hold on to him, try to protect him from hurting himself in his fit. With every scream, the younger arched painfully against him, every single muscle taut and seizing.
Leonardo just held him close, sobbing in both relief and fear when Raphael's body finally gave in. He caught him when he collapsed, cushioning his fall when they both dropped to the floor.
And yet, Raphael didn't - couldn't – stop screaming, grinding his throat raw until his voice, too, gave up, reduced to little more than grating wheezes.
Then, finally, thankfully, even those tampered off to silence, until Raphael just laid bonelessly in his older sibling's arms, awkwardly catching his breath, his entire body quaking with exhaustion.

so they decide to finally tell Splinter about it
Raph doesn't think it's such a good idea, he's really insecure and worried, despite Leo’s best efforts to reassure him
then, they do go to Splinter and tell him
instead of his approval or acceptance, however, he reacts quite unfavorable
basically he does not approve. At all
he almost instantly starts telling Leonardo to stop this nonsense and how Raph is corrupting him, distracting him from being the leader and how unhonorable this all is.
Raph feels all of his insecurities and fears of being the “bad child” confirmed and starts backing out, murmuring about leaving Leo alone, but Leo won't have any of that.
Instead, he tells Splinter that they didn't tell him to ask his approval, but simply to let him know and he won't break up with Raph just because it might be dishonorable.
Splinter is really displeased with the situation, but leaves

Punch Out (TF)A veritable rainbow of pixies flitted above a set stages, each of which shaped to be facsimiles of boxing rings. These rings were each set up in a series of mirrored columns. There was a single stage in the center with two other stages flanking it on either side. There were yet another two sections attached to each of those—resulting in a total of thirteen platforms. Every one of these impromptu arenas was marble coated, a swirl of colors through the tile to highlight the event's magical nature—as if the pixies constantly flying overhead weren't enough. Running. He was running just about as fast as he could. Trees whipped past him, wind whistling past his ears as he bolted through the forest.
This was unknown territory. He had no idea where he was. He was lost on the wrong side of the river with no way to tell where that river even was.
He was terrified. I could practically smell it on him. As I watched this boy run by the tree I hid in, totally oblivious to my position, I couldn't help but wonder; what was this kid doing here? How old was he? Where were his parents? I couldn't tell but he looked like he was close to my age, maybe just a little younger.
