Here's another character from TLM comic series. It's the Queen of mantas. Surprisingly, she used to be a human! She tells Ariel that she and her birdcage went overboard while travelling the sea. She and her two birds were rescued by Triton who transformed her into a sea creature and gave her a kingdom of her own. It seems to me he doesn't all humans 
- and I always thought she might have been a really nice stepmom for (or ist it "to"?) Ariel.
Her hair is some kind of strawberry blonde, her body might be red or green - in fact the artist couldn't decide on the color, in one panel it's green, a page further it's red

Here is an idea. I known she is queen of the Mantas. What if that was another race of human sea creature. The females look like the queen while the males look like a merman expect for the fins on the sides. They are are created from humans saved from drowned.
