It's more of a "Homer's DNA is fried from radiation, and the new kid recieved all of Marge's traits", which would be a slightly awkwardness, blue hair and a scratchy voice.

Yes, at first I thought of Bart and Milhouse, because of the hair and clothes, but Marge has blue hair as well, and I thought maybe it was something like what you said...
